Advanced technologies, including pulsed power, play WHh2fN'A5  
a vital role in preserving domestic and international ~S~x@&yR  
security while working to counter terrorism. However, ^Ypb"Wx8  
technology is not a universal sword and shield against Z2Y583D  
terrorism. Technical countermeasures to terrorist 1[,#@!k@  
activities must be cost effective and applied with some Ib<5u  
wisdom about terrorist objectives. The following paper YQw/[  
features insightful perspectives on terrorism and terrorist 0L
